17.Sg Pinang is one of the rivers targeted & given funds by the Malaysian Government for restoration in the 9th Malaysia Plan. Water Watch Penang is proposing that the government should build a "River Education Centre (REC)" on the banks of the river. This REC will consist of a river museum where the public and school children can learn about the river's hydrology, flora and fauna, water quality etc. It also has a mini theatre for nature films and talks, science laboratory for research, a canteen, toilets for joggers and walkers, and other facilities for the public to use. Do you think this is a good idea that the REC should be built?

The REC should be self-sustaining by charging entrance fee, donations, sponsorship from companies/factories, use of unpaid volunteer staff, etc
Initially, the government should fund the REC operational costs for a year. Then the REC should look for its own finances and be self-sustaining from the 2nd year onwards
Privatise the NEC and let a professional business run it. Then the government will not have to pay the operational costs. But the NEC's ownership must remain with the government

Absolutely not possible, if possible it would have been done a long time ago. I think nobody cares about rivers. Rivers are only good as open sewers and garbage dumps!
